Definition of PFC vs Traditional CFR
Two different approaches to Campaign Finance Reform:
Until now, the more common campaign finance reform strategy has sought to limit the amount of money spent on campaigns and the influence which that money might purchase. It has done this by restricting the amount that any one contributor can give, leading to more constricting and more chasing after loopholes. Candidates chase larger and larger amounts of money with smaller and smaller buckets -- leading to a perpetual campaign season.
The second, and more recently devised approach, is an expansive approach. It is motivated not by a constantly increasing need to add additional restrictions but rather by the desire to provide an alternative that will help more directly bring about the kind of government that voters want. It is a system of publicly financed campaigns that makes it easier to run for office, easier to challenge an opponent, easier to organize, easier for alternative voices to be heard while boosting the value of small donations.
